Military grade, combat-ready binoculars, durable and reliable. They will increase survivor's vision in combat to give you a tactical advantage.
In Judgment they are a tier 0, rare item that Survivors can find by either scavenge or trade.
They are only equipped for combat. Outside of combat they provide no additional benefits to survivors. Therefore at your base it's better to equip your survivors with iceboxes (additional stamina), Feather of Maat (increase movement time) or (Pendant of Insight) instead.
Equip this item with a scout who have increased vision range from scouting skills and a sniper rifle can allow you to see as far as half of the map. Such a scout will allow you to locate patrol groups on scavenging, or give you earlier sense of which direction the enemies are attacking you from while rescuing a stranger (thereby giving you more time to re-position your survivors).
